video conferencing related query

Whether it is compulsory for every listed company to provide the the facility of video conferencing during the Annual general meeting and Board meeting...

According to MCA circular27/2011 dated 20.05.2011 what is the meaning of these lines 

 

For this purpose the comapny shall also comply with the following requirements and procedures , in addition to the narmal procedures required under the Companies Act,1956 for holding general meeting:

Video conferencing is not mandatory but if the Company decides on that mode then it shall comply with the procedures laid down
