In this case MGT 14 and DIR 12 can go simultaneously or first MGT 14 has to be approved then DIR 12 can be filed

This Chatgpt response.

In India, for example, Farmer Producer Companies (FPCs) are governed by the Companies Act, 2013. Under this Act, the appointment of a CEO or managing director is generally not mandatory for private limited companies. However, if the FPC is a public limited company, then the appointment of a managing director is required.

I also feel that for private company no MGT 14  reqd, only Dir 12.
