urgent - Procedure or allotment of shares - Producer Company??

Dear Learned  Members,

What is the procedure to be followed for allotment of shares of a producer company. 

weather  Allotment has to be done as per companies act, 1956 or Companies act 2013?

Please clarify?

Sir,

Can we allot shares to persons other than existing shareholders of Producer Company by Right Issue considering Sec.62(1)(a)(iii) of Companies Act 2013 if existing shareholders are waiving their right?

Dear Sir

From when onwards Companies Act 2013 is applicable for producer companies Sir ? Please share the copy of notification. It would be very much helpful for me to stay updated. I was remembering that CA, 1956 has not been repealed and shall apply mutatis mutandis.
