Diffeence between circular and notification

Can anybody enlighten me on difference between a circular and a notification in the context of MCA particularly.

Dear Sir,

Circular is a internal order or comment given by a department or ministry for procedural functions of it subordinates.
For example:- MCA to RD, ROC etc.,

But Notification is changes or insertion to an already existing Act, Section or clauses by way of ammendment or repeal.  Notification binds all public after effective notification in Public gazette.
For Example: Ammendment to Schedule VI etc.,

Its my opinon, contrary view solicited.

Dear Sir,

Circulation is further Clarification,Explanation, Comment on any
Section or Decision But Notification is Become Part of Section in
other words Notification is Become ACT related to the said Section.

Correct me if I am Wrong.
