Notification regarding Commencement of provisions of sub sections (2) and (3) of section 74

Dear Sir/ Madam
                         Greetings of the Day.

there is notification on MCA Site

S.O.1459(E)   06.06.2014   Commencement of provisions of sub sections (2) and (3) of section 74

Can some elaborate what this notification is as when i click, it opens up the notification dated 21.05.2014.

Moreover i checked in the morning, such notifications were not there on MCA Site but at evening they have displayed notifications dated 06.06.2014 by putting back date before these notifications.

The actual content is :-


S.O. 1460(E).— In exercise of the powers conferred by sub-section (1) of Section 470 of the Companies Act,2013 (18 of 2013), the Central Government hereby makes
the following Order, namely:—

1. (1) This Order may be called the Companies (Removal of Difficulties) Fourth Order, 2014.

(2) It shall come into force from the date of notification in the Official Gazztte.

2. Jurisdiction, powers, authority and functions of Company Law Board.- Until a date is notified by the Central Government under sub-section (1) of Section 434 of the Companies Act, 2013 (18 of 2013), the Company Law Board constituted in pursuance of sub-section (1) of Section 10E of the Companies Act, 1956 (1 of 1956) shall exercise the jurisdiction, powers, authority and functions of the Tribunal under sub-section (2) of Section 74 of the said Act.

This is not a new notification, copies of the above which were non gazetted were posted on MCA portal few days back, now they have placed gazetted copies,  how ever these shall come into force w.e.f, 21 May 2014.

The heading of the notification-   Commencement of provisions of sub sections (2) and (3) of section 74 meant for Deposits and NCLT, BUT THE CONTENT IS AS UNDER WHICH WAS ALREADY PLACED ON PORTAL ON 21 MAY 2014.

Probably a technical mistake or my system may be prompting this error, iam not sure.

New Delhi, the 21st May, 2014 
S.O. 1353 (E).—In exercise of the powers conferred by Section 458 of the Companies Act, 
2013 (18 of 2013), and in supersession of the notification of the Government of India, Ministry of 
Corporate Affairs, dated the 10th July, 2012, published in the Gazette of India, Extraordinary, 
Part II, section 3, sub-section (ii) vide number S.O. 1538 (E), dated the 10th July, 2012, in so far as 
it relates to items (a) to (b) and items (d) to (e), except as respects things done or omitted to be done 
before such supersession, the Central Government hereby delegates to the Registrar of Companies, 
the power and functions vested in it under the following sections of the said Act, subject to the 
condition that the Central Government may revoke such delegation of powers or may itself exercise 
the powers and functions under the said sections, if in its opinion, such a course of action is 
necessary in the public interest, namely:— 
(a) sub-section (2) of Section 4; 
(b) sub-section (1) of Section 8; 
(c) clause (i) of sub-section (4) of Section 8, except for alteration of memorandum in 
case of conversion into another kind of company; 
(d) sub-section (5) of Section 8; and 
(e) sub-section (2) of Section 13. 
2. This notification shall come into force from the date of its publication in the Official 
Gazette.
