DSC association error on V2 portal

Dear All,

I want to associate a DSC of practicing professional on V2 portal. While associating the DSC, i am getting the error 'Please start the emsigner', which is already running. I have uninstalled the emsigner and reinstalled it but i am getting the same error again. 

Kindly guide me for resolving the error.
