Trademark Attorney Code

How do I generate the Trademark Attorney code in order to file TM-A for my client? I have tried emailing them my bar ID and all the other details required but there is no revert from the trademark office. I even visited the office personally but still no help.Do advocates have to pay the fees of Rs. 4500/5000 to be a trademark attorney?
