NO One can incorporate NBFC Company.
First of all you need to incorporate normal Finance Company then you need to Registration with RBI For NBFC License.

So can u please elaborate that at the time of name approval what we need to attach any declaration or something else

At the time of name approval you just need to attach a declaration that you will take RBI approval, if not granted then you will not carry the business of NBFC.

You need to attach rule 8 declaration at the time of Run Application.

after getting name approval form ROC then increase the paid up capital above 2.Cr and file the separate application in RBI. RBI takes approx 10-12 months form giving the licence . meanwhile company can't commence business without approval of RBI .

You can calculate 

Company incorporation charges and increased authorized and paid up capital more than 2 Cr. and CoR application to RBI.

In RBI application you need several declaration and certificates.
