Surrender of DIN DIR-5

Dear Expert,
A Directors has Two DIN and with old DIN we was appointed as directors and later on resigned from directors and with New DIN he is director in two company
Now we want to surrender one DIN but the provision of the Companies act says as below
Rule 11(f):
(f) on an application made in Form DIR-5 by the DIN holder to surrender his or her DIN along with declaration that he has never been appointed as director in any company and the said DIN has never been used for filing of any document with any authority, the Central Government may deactivate such DIN
The Director cannot make the above declaration as he was directors with OLD DIN
Please advise what can be done
