DSC is not registered with A**PS6***E on MCA portal

We are trying to upload FillIp form in the portal for New LLP incorporation.  it showing DSC is not registered with MCA portal. both proposed partners are new DPs they dont have din yet. they are not business users still mca asking dsc to be registered.

any one has solution please
