Whether a director of a company has to attend at least one Board Meeting in person during a financial year compulsorily

Dear All,
 
As per the MCA Circular  No 17/95/2011-CLV  (General Circular No 28 /2011), the clause 4 (b) states that every director of the company must attend the meeting of the board / committee of directors personally at lease one meeting a financial year of the company.
 
This mean that in case of a non-resident director , he may be even absent for at least three meetings during a financial year with leave of absence granted to them.
 
However , the Secretarial Standard on Board Meetings issued by the ICSI does not contain the above provision.
 
This creates a doubt which one we have to follow?
 
Can someone throw some light on the subject.

Under new act read with rules, every director needs to attend one meeting either in physical or in audiovisual/video conference.

Draft rules require physical presence, same got changed in notified rules
