Dear All,

The Ministry of Labour & Employment has revised the EPFO statutory wage ceiling from ₹15,000 to ₹25,000 per month, with effect from 17 September 2026, vide Notification S.O. 5109(E) dated 17 September 2026.

  1. WHO WILL BE AFFECTED?
  • Employees earning ₹15,000 to ₹25,000

  • Existing EPF Members who were not EPS Members

The revised ceiling does not mean that PF must automatically be calculated on ₹25,000 for every employee. PF contribution continues to be determined with reference to the employee's applicable PF wages, statutory wage definition and relevant scheme provisions. For example:

  • PF wages ₹20,000 → contribution may be calculated on ₹20,000.

  • PF wages ₹25,000 → contribution may be calculated on ₹25,000.

  • PF wages above ₹25,000 → statutory contribution may generally be restricted to the prescribed ceiling, subject to existing higher-wage arrangements and applicable provisions.

  1. SEPTEMBER 2026 – SPECIAL TRANSITIONAL CALCULATION
Since the revised ceiling is effective from 17 September 2026, September requires a split-period calculation.
1st September to 16 September 2026        :   Old ceiling: ₹15,000
17th September to 30 September 2026     :    New ceiling: ₹25,000
Employers should calculate the applicable contribution separately for the two periods and report the result through one September 2026 ECR.

  1. EMPLOYER COMPLIANCE CHECKLIST
Employers should immediately:
  • Identify employees with PF wages between ₹15,000 and ₹25,000.
  • Identify existing members whose contribution has been restricted to ₹15,000.
  • Identify employees newly covered from 17 September 2026.
  • Review the statutory components constituting PF wages.
  • Verify EPS membership/eligibility of affected employees.
  • Update payroll and HR systems for the revised ceiling.
  • Recalculate September 2026 contributions for the two applicable periods.
  • Ensure one September 2026 ECR is correctly filed.
  • Ensure full statutory remittance within the prescribed timeline.
  • Review contractor/contract labour PF compliance.
  • Maintain an audit trail of employee-wise calculations and changes.
  • Communicate the revised contribution impact to employees.
  • Monitor further EPFO portal instructions and operational clarifications.
  1. OUR RECOMMENDATION TO EMPLOYERS
The revision should be treated as an immediate payroll and statutory compliance exercise, rather than merely a change in the PF ceiling. Employers should prioritize:
IDENTIFY → CALCULATE → ENROL → UPDATE → REPORT → REMIT → RECONCILE

Particular attention should be given to the September 2026 transition, EPS enrolment of eligible employees, employee-wise wage calculations and accurate ECR reporting.
