Require approval of ROC of alteration of Capital Clause in MOA of Section 8 Company. Could GNL-1 be filed or any other form has to be filed.

I have filed form GNL-1 in regard to above, it has been asked for addendem with remarks "to increase the authorised capital and paid up capital mgt-14 should be filed and thereafter respective form sh-7 and pas-3 should be filed, Form 67 (Addendum) should be filed by 03/02/2016 failing which the eForm shall be treated as invalid and shall not be taken on record. (Please refer Regulation 17 of the Companies Regulation, 1956)". Kindly suggest what does it mean. Do we not need prior approval of ROC for alteration of MOA.
