CSR Registration for panchayaths - Query

Hai,

If a Company wants to spend its CSR funds for a development of rural panchayat and willing to transfer funds for the said panchayat for specific activities. Whether the panchayath needs to be registered as an implementing agency by filing Form CSR-1 ?
