Form 23| Shifting of Reg ofc from Mumbai to Thane (from one ROC to another ROC) within same state

Dear All,

A private company proposes to shift its registered office from Mumbai to Thane. I was under the impression that this would not amount to shifting from the jurisdiction of one ROC to another. However, it appears that the change falls under ROC Mumbai  I to ROC Mumbai-II jurisdiction, thereby requiring Regional Director approval and filing of Form INC-23.  

 So, can anyone help me with the form INC-23 (RD approval) for guidance purpose. Thanks in advance.
