Yes. He can be an LIC Agent. It is mentioned in the CS act/ guidelines.

It says that he can be an insurance agent for the limited purpose of obtaining renewal commission. In other words if he is already an insurance agent he can continue to do so.

It seems that he cannot apply afresh to be an insurance agent. I stand corrected to this extent.

That would depend on the employment contract/appointment letter between you and the company, your company's internal rules etc. There is nothing in the CS regulations which prohibits a CS in employment from becoming a mutual fund agent.
