At the time of name application, attached declaration on stamp paper that after incorporation LLP will get registration/ license from the appropriate authority

Yes, why not.

You just need to take prior NOC from sebi. Or you may attach declerasion that the LLP once incorporated will take all approval and registration as required by the applicable Laws.
