issue in filing INC 6

Dear Friends

I am trying to file form INC 6 for conversion of private company into OPC for last one week but the website is not saving the form and giving a blank dialogue box Validation ERROR...after that it is taking to next page allowing to fill all the data and then again a dialogue box that you cannot proceed further

What does all this means 

Anyone else faced such issue what has to e done to resolve the issue
