Heavy ROC fee to File pending annual compliance filing

Dear friends,

There is a PvtLtd company with PUC of Rs 5lacs which has not filed AOC & MGT-7 form after 2014.I checked from CA site, the MCA fee calculator shows a fee of Rs 8.16 lacs each form if all pending filing is done in order to activate the company.

Can the company seek and relaxation/concession  from MCA/NCT in the fee like compounding etc. 

Can anyone please throw some light into it.
