Regarding FIling Form CHG-04 & CHG-08

For filing CHG-04, we require NOC from bank not older than 30 days, but what if we havve NOC of Year 2021 and now bank is neither providing Latest NOC (even after several requests from past many years) nor affixing their DSC on CHG-04, after which we can file CHG-08, for obtaining condonation of delay from RD, now what should we do for satisfaction of charge?
