We tried in both scenario, i.e director who got the DIN in 2017 and the director who got the DIN in Jan, 2019. Both same error. 

DIN status is approved.

  Who is required to file DIR-3 KYC form?

  For Financial year 2018-19 - Any person who has been allotted “Director Identification Number (DIN/DPIN)” on or before 31st March 2018 and the status of such DIN is ‘Approved’, needs to file form DIR-3 KYC to update KYC details in the system on or before 15th September 2018.
  
  For Financial year 2019-20 onwards - Every Director who has been allotted DIN on or before the end of the financial year, and whose DIN status is ‘Approved’, would be mandatorily required to file form DIR-3 KYC before 30th April of the immediately next financial year.
  
  After expiry of the respective due dates, system will mark all non-compliant DINs against which DIR-3 KYC form has not been filed as ‘Deactivated due to non-filing of DIR-3 KYC’.

Dear Members,

Yes there is no requirement to refile DIR-3KYC every year.

The first time is done for those holding DIN upto FY 17-18 by Oct18. For allotments in Fin.Year 18-19 and onwards, by 30th April of following fin. year.

Pls read the wordings carefully in Rule 12A (reproduced below), it states '..allotted..' and not 'holding' , makes the difference. 

Rule 12A : 

12A Directors KYC

Every individual who has been allotted a Director Identification Number (DIN) as on 31st March of a financial year as per these rules shall, submit e-form DIR-3-KYC to the Central Government on or before 30th April of immediate next financial year.

Dear Members,

As per interpretation from rule 12A of The Companies (Appointment and Qualifications of Directors) Rules, 2014 i.e. Every individual who has been allotted a Director Identification Number (DIN) as on 31st March of a financial year as per these rules shall, submit e-form DIR-3-KYC to the Central Government on or before 30th April of immediate next financial year.

It means an Individual who has been allotted a DIN during any Financial year has to submit his/her KYC  on or before 30th April of next Financial Year. This Compliance is applicable for every financial year but only for new DIN holders.

and for 19-20 onwards ----clearly in faq-1 director whose allotted din by end of FY ---THAT IS 31/03/2020

needs to file 30th april of immediately next financial year

next fy --2020-21  and due date 30th april 2020

Dear All,

As per Rule 12A, for DINs alloted as on 31.03.2018 to file DIR3-KYC till 15.09.2018 and if filed after that penalty of Rs.5000/-, so need of filing of filing DIR 3-KYC who has already filed.

However those allotted DIN from 01.04.2018-31.03.2019, due date of filing DIR3-KYC is 30.04.2019 

and subsequently will be for each F.Y.

Thus DIR3-KYC will be only for new allotted DIN in each F.Y
