Submit Tab not getting activated in AOC-4

Even after prescrutiny, the Submit tab is not getting activated in AOC-4.

Any suggestions?

Is MCA V2 running...I am trying one form to upload for last half an hour..But it shows internal application error....

i am also getting error that DSC is not registered with DIN even after registering DSC.
