RESPONSE NEEDED: Interim Chapter By-laws

Last week I heard from CSA Global that the wait time for guidance from
them on chapter by-laws will be at least several months. Per input
from other chapters and CSA Global I have drafted the following as a
set of interim by-laws.

So, please download the file from the link below and make any needed
edits via 'track changes'. The deadline for the edits is Friday,
January 28th. Based on the amount of feedback we can determine if a
conference call is required.

NOTE: this is an interim solution, so I do not think we need to go in
extreme detail here. However, I do think we need a start from this
angle. I am certainly open to hearing different opinions/points of
view here.
