Express Conveyor and Normal Conveyor Difference

We are trying to figure out (to little avail) what the difference is between the two conveyor belts. From the instructions it seems the only difference is that the express has a higher priority than the normal. It is then said that the conveyor belt has no priority so it operates regardless of other actions.

Don't the express conveyors move at twice the speed?

Express conveyors convey twice per turn. Once by themselves, a second time simultaneously with regular conveyors.
