project todo question

In the project milestones #2 is complete all todos. Does this mean
the todos in the file todo.java or just the ones in the tiles that are
already created, since we did those already in lab (in theory we did
them)

You should complete all todos in all files provided to you. So in theory you should only have a handful of todos to complete ;)
