Please ignore the tiobe index, if you look at the ordering of crystal, rust, scala, erlang, etc the index is clearly wrong. It's based on searching "crystal programming", and if you search that on google, you'll see plenty of results which are clearly unrelated to crystal and are unnaturally pushing our results up.

I agree with RX14, Crystal is cheating because Crystal reports was popular and also related to programming.

However, I think Crystal could be enough popular to reach top positions in the future by his own.

We can have an idea about current crystal position checking other rankings/trends like:

While the results may not be accurate, it helps with the perception of a language if it score higher.

Other languages also have issues with search results because there naming is very common. 

For better or worse, while most of those programming language index are more finger in the wind type of work, they do influences new programmers into picking up languages.

Its the same like not being mentioned in the benchmarksgame.alioth.debian.org

I have seen people literally say: If you are not mentioned, that means your language must be slow ( seen it in D related topics ). Like the people building a language are afraid to have it compared and it does not cross there minds that sometimes developers do not have the time to write those benchmarks.

In Crystals case, any publicity is a advantage.

Its those exact benchmarks that first drew my attention to Crystal so they do have affects. 

Name recognition, even the wrong type in a positive daylight is a positive for any language, especially with a non corporation backed language.
