Crystal 0.19.4 has been released!

Another small release with big additions :-)

- OpenBSD support! (thanks to @wmoxam and @ysbaddaden)

- Process.executable_path

- HTML.unescape

- Atomic (will be useful for efficiently implementing multiple-thread support)

- Changes to how `require` works, which will enhance shards and possibly other tools

- And a few bug fixes, as usual
