Upgrade to MediaWiki 1.31.2

Hi Everyone,

We are getting ready to upgrade from MediaWiki 1.31.1 to MediaWiki 1.31.2. MediaWiki 1.31.2 has some security updates we need.

We have procedures for the upgrade at https://github.com/weidai11/website/blob/master/mediawiki/mediawiki-install.txt . We expect the process to takes about 15 to 30 minutes if there are no troubles.

Expect the site to be down for the next 30 minutes or so.

So there are some problems. If we can get some quick responses/answers, then we will be able to finish the migration.

Otherwise we will back out the changes and go back to 1.31.
