using triggered_by to kick off a deployment

Hello,

I'm looking into the new project.triggered_by feature and have some questions. What would be the proper way to add a new project that doesn't have a repository associated with it? Essentially, I just want this project to be called on the successful completion of a build. Not sure of a clean way to do it at this time.
