Help with batch control file

I am unable to upload to my batch_control_file directory. I am unable to edit permissions. Please help.
"An FTP error occurred - cannot put Featured. Access denied. The file may not exist, or there could be a permission problem. Make sure you have proper authorization on the server and the server is properly configured."

I've tried cuteftp, dreamweaver and plesk control panal provided by my host, broadspire. The OS is ms IIS. I am not able/allowed to run cron jobs.

Can you copy the file down and make a backup? then try to delete the file
and reupload it?
Can you contact your hosting provider and ask them about setting up group
ownership of the folder/file?
Another option is to create a small php script that reads the file into a
textarea field on a webpage, then updates it using php's user.

I had the same problem because php creates the file on the server as htttpd user and not you the web user. I just sceduled a cron to update the user owner to me every ten minutes.

I can't upload anything into that directory. My permission are rwx r-x r-x and I'm unable to change them.
