New radio licenses - Capital District

There are two new radio licenses in the Capital District; one is in Schenectady County and one is in Saratoga County.

458.700 mobiles
460.1375 repeater & mobiles
465.1375 mobiles

NOTE - I hope they dont use 110.9 CTCSS on 458.700 or Watervliet PD will be real thrilled.
