if there was a way to hear Albany FD and PD without a trunking scanner
and what frequencies would you need to use. Thanks

It is possible, but you may miss some parts of the conversation. The
seven channels of the public safety radio system are:

856.2125 / 856.4375 / 857.2125 / 857.4375 / 858.2125 / 859.2125 /
860.2125

One of these channels will be the 'control channel' which will sound
like continuous noise; you will want to lock that channel out of the
scan list. The control channel can change from day to day, so if you
lock out a new control channel, remember to unlock the old channel.

Also, do not set any delays on these channels. It will help out when
trying to follow the activity from channel to channel.
