I'm not sure what you mean.  Can you clarify?

If you're talking about updates, Chromium Portable does not update itself, and the only way for not upgrading it is by not upgrading it manually.

I'm guessing you might also be talking about a read-only drive.  There used to be a launcher that allowed you to do just that, but it's been unmaintained due to lack of use.
