Good morning,
 
Developers who opt to provide affordable housing units through their rezoning application, or through use the bonus density, are required to identify the affordable units on the approved site plans. For for-sale units, the developer will identify specific lots as the affordable units. For rental units, the developer notes how many units in the building will be offered as affordable, and how they will be distributed throughout the building.
 
Once a developer is ready to advertise the affordable units for sale or for rent, they send an email and/or letter to me noting the address/lot number (for-sale units) or the unit number. I then send notices to the local housing nonprofits and the Housing Office letting all groups know the units are available. Developers are also encouraged to work with PHA to identify, and income-qualify, purchasers. Most recently, one developer has been working directly with the Thomas Jefferson Community Land Trust (TJCLT). The TJCLT has bene purchasing the affordable units and then working the income-qualified buyers on their program’s waiting list to buy the homes.
 
Before any of the affordable units are purchased or rented, the County verifies the purchase price/rent meet our affordability limits, and that the buyer/renter is income qualified. Once an affordable unit is purchased, the County no longer follows that unit. Developers offering affordable rental units are required to submit an annual report verifying affordable rents, and income-qualified tenants.

Stacy
A resident asked for you to provide the process for ensuring that an income qualified purchaser is connected with an affordable unit offered for sale under the current policy.  From zoning approval to purchase would be very helpful.
 
Nailing down these uncertainties will help us move toward a completed Crozet master plan.
