I have the arduino running power through a breadboard, and seems to be okay. I had a spare board, and I built one out yesterday and it seemed to work alright. Certainly doesn't mean it couldn't be a number of variables though.
What kind of power are you running into the board - is it plugged into the wall, or do you have a power bank that you are using?
Tough to validate the wiring you have, but give that a check, specifically the Rows 15 and 17, which will be the ground and power. As well as the power in.
Only other thing I can suggest is making sure your breadboard connections are tight. I had many issues with loose connections there that would provide intermittent power and operability. So much so that I built a soldered breadboard. It was just pointed out to me that a dab of hot glue on the breadboard connection would work just as well, so maybe try that too!
