Nationaldevelopment financial institutions (NDFIs) have emerged as a pivotal tool in advancing the global sustainable development goals (SDGs), including those related to climate action and the environment. Their significance was underscored in 2020 when public development banks launched a joint declaration at the Finance in Common Summit, reaffirming their commitment to the SDGs and the Paris Agreement.

With assets totaling $19 trillion and accounting for over 10 percent of global annual investments, NDFIs wield substantial influence in driving green finance initiatives worldwide. Despite this, green finance remains only a small share of their overall investments and lending, with most NDFIs still in the early stages of transitioning their portfolios.


NDFIs are crucial for catalyzing financing, including through their innovative strategies that promote private capital mobilization. Beyond their direct lending activities, NDFIs can test blended finance mechanisms and credit enhancement instruments to address financing obstacles, such as extended payback periods and perceived project risks. A prime example of this is the Climate Finance Facility initiated by the Development Bank of Southern Africa, which offers subordinated debt and tenor extensions to attract private financing for climate infrastructure projects.


To secure even more private climate financing, NDFIs can build pipelines of bankable projects by offering project preparation and technical assistance services. They can also test and stimulate promising green instruments and policies that are new to the market. For instance, NDFIs are often the first issuers of green bonds in their countries and can help demonstrate the feasibility of these instruments to potential corporate issuers.


Moving forward, NDFIs should further collaborate with governments, international organizations, and other stakeholders to test new concepts to catalyze green finance. As they scale up operations to meet green financing needs, countries must also develop proper legal and oversight frameworks as well as adequate corporate governance and risk management practices to ensure the effective management of NDFIs. By working together, we can harness the potential of NDFIs to mobilize financing at the scale needed to transition to a low-carbon and sustainable future.


Leah joined National Development as an asset manager in 2013 and was named Principal in 2021. Leah works on various product types including life science, office, industrial, and retail. She directs leasing strategy for new acquisitions, developments and key existing assets within the commercial portfolio including managing major lease expirations and new tenant prospects. Leah coordinates with the investment team to help make key decisions based on market factors including, tenant demand, rents, costs, competitive set, end user experience and capital markets. She plays a leadership role internally and within the industry to identify new trends in retail, prop tech, merchandising, space utilization, activation, and user experience and oversee effort internally to integrate progressive industry trends and best practices across the ND commercial portfolio.


Chuck is responsible for the strategic oversight of commercial office and industrial assets. This includes leasing, budgeting, capital projects, building operations, financing activities and participation in the acquisition and disposition processes.


Billy joined National Development in 2012. His responsibilities include implementation of asset strategy involving leasing, budgeting, capital projects, building operations, working collaboratively with senior management, joint venture partners, lenders, brokers, attorneys, property managers and a broad group of consultants and professional service providers. He also identifies new value add opportunities such as participation in selective acquisitions, debt refinancing, equity recapitalizations and dispositions.


Danny manages all aspects of the development process including design, permitting, construction oversight, and cost management. Current projects include the development of the residential and retail building at Iron Works in South Boston and an industrial development at 201 Lowell Street in Wilmington, MA. Prior to National Development, Danny worked at Strategic Property Partners in Tampa, FL, where he oversaw the development of multiple projects within the Water Street Tampa master plan.


Erika has had the opportunity to work on a variety of commercial product types including residential, industrial, office and retail both nationally and internationally. She has been involved in the acquisition, management and repositioning of more than 25 million square feet during her career.


Jessica is responsible for strategic operational oversight of all residential properties in the ND Communities portfolio. She oversees budgeting, capital improvements, staffing, marketing, leasing and day-to-day operations on her sites. Additionally, she assists the Development and Acquisition groups with decisions related to new properties in the portfolio.


Jessica started her career in the engineering and government sector, and has been involved in real estate since 2003. Jessica has been involved in the successful lease ups of many residential properties throughout the Boston market.

Kate joined National Development after eight years in private practice with Nutter, McClennen & Fish, LLP. She supports and implements the acquisition, disposition, financing, leasing, permitting, development and asset management activities of the firm. During her time at Nutter, she represented a variety of real estate developers and owners, banks, life insurance companies, pension funds, real estate investment trusts and other institutional lenders in all aspects of commercial real estate transactions. In her spare time, Kate enjoys travelling, biking, hiking, cooking and yoga.


Linda has over 25 years of transformative marketing leadership, having previously served in senior leadership positions at Redgate and JLL. She has a track record of delivering integrated marketing campaigns that drive awareness, engagement and marketing qualified leads and is highly focused on aligning marketing efforts with business outcomes.


Katie is responsible for managing all aspects of the real estate development process, including design, permitting, leasing, financing, and construction. Since joining National Development in March 2015, Katie has focused on the redevelopment and transformation of The District Burlington, a 1.3M SF suburban office park located in Burlington, MA; the development of Avenu at Natick, a 62+ Active Adult community; and two build-to-suit office buildings at University Station in Westwood, MA. Prior to joining National Development, Katie worked on a variety of project types including, large mixed-use developments, ground-up office buildings, institutional capital improvements, and high-end office fit outs.


Mike joined National Development after seventeen years in private practice at Nutter, McClennen & Fish in Boston, the last nine years as a partner. Mike has extensive experience in real estate transactions both locally and nationally. During his time at Nutter, he represented a variety of national and local institutional property owners, developers, REITs and financial institutions on a wide range of real estate transactions with a primary focus on leasing, acquisitions, dispositions and financings involving downtown office and retail properties, suburban office buildings, parks and shopping centers, mixed-use developments, residential properties and warehouse and industrial properties.


Monique is involved in due diligence, project budgeting, and integration of new acquisitions. She also performs financial analysis, debt refinancing or restructuring for existing assets. Monique has over 20 years of real estate experience for both privately-held companies and Real Estate Investment Trusts.


Naomi manages all aspects of the development process, including design, permitting, financing, and construction. Since joining the firm in 2014, Naomi has worked several significant projects including the redevelopment of The District Burlington, a condominium project in Boston, a medical office build-to-suit, and she is currently working on two major life science projects in the City of Boston.


Rich has extensive experience, both locally and nationally, in numerous sub-specialties of real estate law, including leasing, debt and equity finance, joint ventures, acquisitions and dispositions, and zoning and land use. While in private practice, Rich represented a wide variety of clients including developers, life insurance companies, pension fund advisors, real estate investment trusts, and operators of healthcare facilities, corporations, universities and other not-for-profit institutions.
