I have, the issue is not specific to a browser, tested on chrome, IE and firefox and the issue persists on all of them. I have deleted all temporary files, scanned the machine for viruses/malware, tried a registry cleaner but still no results. Also tried a re-install the problem starts about 1 minute after installing. This only started happening around a month ago according to the user, this had me thinking it was an update either with eset or windows but all other machines with ESET are fine. When you say locked files do you mean files that have been quarantined by the anti virus?
