Define "traffic"

When CM participants declare "we ARE traffic", they're not simply
making a political statement, it is a statement in fact as well.

Here's the definition of traffic as described in the Manitoba Highway
Traffic Act:

"traffic" includes pedestrians and ridden, driven, or herded animals
and vehicles, and other conveyances, either singly or together, while
using a highway for purposes of travel;
