A frequency coordination meeting/call was held on Feb 8, 2010 at the
offices of CONATEL, the Hatian regulator. Attendees represented
MUNISTAH, FITTEST, JTF-Haiti, the FCC and others.
Attached is the form that should be used to request any radio
frequency assignments by groups providing assistance after the quake.

CONATEL's offices were destroyed, but they have set up an interrim
office at 97 Rue Panamericaine in Petionville, and have a team that
will be rapidly processing all requests. They have set up an email
address
that is monitored continuously, and have committed to processing all
requests with appropriate urgency.

There have been reports of recent interference, and it is critical
that this process be respected.
A special note regarding amateur radio. There are 14 countries with
which Haiti has a bilateral agreement, including the USA. HAM
operators from one of those 14 countries should send a request letter
and a scanned copy of their license to the above address, and they
will receive approval. HAM operators from other countries seeking to
operate in Haiti should send a request to that address to receive
further instructions to apply.
