WHO uses ICTs in Managing Disasters in India HOW, WHERE and WHEN?

The Indian Government's Department of Telecommunications (DOT), in collaboration with the International Telecommunication Union (ITU), is actively participating in introducing resilient telecommunications, interoperability, and integrated multi-stakeholder driven approach to Information Communication Technology (ICT) enhanced disaster management. The project involves evaluating the ICT capabilities and capacities for Disaster Risk Reduction (DRR) and Humanitarian Crisis Response and Management (H-CRM) in India. The entire study takes place between the months of November, 2014 and January, 2015.

The purpose of this questionnaire is to identify and characterize the relevant stakeholders involved in DRR and H-CRM in India. The questionnaire will capture data on the stakeholder organization's identity, roles & responsibilities, and the use of ICTs in DRR and H-CRM.

The overall objectives of the study are to:
1) determine the current practices and capacities in the use of Telecommunications in DRR and H-CRM; especially, with understanding the urban and rural short-comings
2) assess the telecommunications availability and communication processes to propose optimal strategies for the use and allocation of ICTs to meet the persistent DRR and H-CRM challenges
3) understand the cultural aspects and policy frameworks for integrating DRR and H-CRM in telecommunications roll-out intended for economic development
4) investigate the challenges of fostering a multi-stakeholder coordinated approach to integrate emergency communication and create a platform to enhance a common operating picture and common operating procedures
5) Identify capacity building requirements for business continuity and disaster recovery for ICT-enhanced DRR and H-CRM towards resilient and survivable networks as well as uninterrupted service availability
