Twitter: Tagging Construct for Emergency Management

I'd like to build on the suggestion of leading a tagging construct for
emergency management on Twitter.

My suggestion is to start the discussion here and as there is
interest, move it to having some real-time forums, etc.

not sure how much translates to hashtags and twitter but CAP is used
internationally and in the US NIEM has some pretty good
documentation. perhaps simplifying the important parts for twitter??
