Why Does My Oculus REPACK Download Keep Restarting

So I bought a used rift cv1 and whenever I try to open the app on my computer it'll keep restarting. I heard that it could be antivirus software so I turned the antivirus off temporarily and repaired the app. However the restarting still persists. Anybody know what's going on?
