One of the first issues that seems important is the "perceived" and
"real" costs for shifts to an alternative. These costs can include
such issues as: administrative (registrar, admissions, transfer
students, etc), faculty and personnel inertia (faculty, staff,
students), other factors? Education has a high degree of inertia.
One of the individuals on the Sloan list suggests seeking "funding"
for this effort. At the present time, the perceived need for outside
funding becomes one of the barriers to change and is a standard
academic approach.
