Proposal: Establishing a West African Creative Commons

Please find attached an original document in Microsoft Word format that
describes a proposal to establish a West African Creative Commons.

You may make derivative works, you must maintain attribution, you may
not use it for commercial purposes and you must share alike under a
valid Creative Commons license.

I would like it if someone could modify the document, in the spirit of
the Creative Commons, to have the appropriate CC license, logo and all
that's needed to embed the license into the document itself.

I could do it myself, but then what's the point? Is it not all about
collaborative creativity?
