Need help with subtitles/languages

I'm working on a wedding video where one of the families is deaf. I've
got video of a translator signing the entire dialog and I plan to put
it in a PIP window. But I want to have a menu selection on the DVD
that can turn the PIP window on or off as desired. My first thought
was to have two versions of the complete video, one with the PIP and
the other without. Then they could select which version they want but
I'd like them to be able to switch it on the fly just as if they were
switching languages and turning on or off subtitles. Is there anyway
to just put the PIP window in a subtitle track?
