Here is the final report by the Short Wing Piper Club blasting the AD Rudder replacement proposal.  Significant in the 18 pages is that it is not a rudder failure resulting in an accident,  It is a rudder post bend resulting in an incident and a safe landing of two highly modified Alaska aircraft without the required lower rudder extension for float use.
