I had an inquire from a from a new client asking what the scope of an
appointed person was and if the AP needed to be present at all the
lifts.

Duncan,

Appointed Person (Lifting Operations) is the person who is in over all
charge of the lifting operation(s). From planning and ensuring that
all involved are aware of the Method statement and safe system of work
to selection of personnel , equipment and accessories and making sure
that the operation is properly supervised.

I can send you a list of all the AP's duties if you require.

No the AP does not have to be present at lifts. He may authorise a
competent person, usually a Crane Supervisor, to
ensure the lifting operation is carried out according to the approved
MS & safe system of work.

This is the brief answer.Hope this helps. Let me know if you want a
