Update to IEEE's year established at CPP

I would like to inform everyone that I've received a reply from IEEE
to my inquiry with the correct year IEEE was established at Cal Poly
Pomona. Please see the message below:

branch at California State Polytechnic Univ - Pomona was formed on
March 31, 1978.
