 Only a couple days left to nominate me! Seriously though it looks like USHPA is considering more hurdles for members & instructors. Of course the info given in this email is minimal so hard to know where some of this is going and why. There are very few hang glider instructors left and I am not sure how many paraglider instructors there are, sorry I don't count many of the tandem paraglider instructional pilots as instructors.

You get "The M&D Committee is the marketing arm of USHPA. The committee will be looking at ways to provide additional support to instructors and exploring options for using social media more effectively." followed up with

The S&T Committee "The Committee will also be discussing background checks for instructors, flight physicals for tandem instructors, an instructor code-of-conduct and development of a program to institute accreditation and requirements for USHPA certified schools." A code of conduct that would encompass the diverse group that are USHPA instructors might be interesting reading? Physicals, background checks should we also get some tax returns?

"In addition to reviewing FAA/LSA issues affecting tow operations, the Committee will discuss requiring annual equipment inspections and mandatory accident reporting." Who will be doing these inspections? Mandatory accident reporting how would this be enforced and what are the consequences of noncompliance?

Twice a year, the USHPA Board of Directors meets to review operations of USHPA and to consider changes and updates to its programs, policies and procedures. The Fall Meeting happens in Newburgh, NY on October 18-21.

  

There are a number of new initiatives on the agenda for the Fall Meeting. Members are encouraged to review the full agenda, which can be found here: https://www.ushpa.aero/member_file.asp?id=474. Please consider providing input to your Regional Directors and Committee Chairs prior to the Board Meeting. Members are encouraged and welcome to attend Board Meeting which will be held at the Ramada Hotel in Newburgh. Please see the USHPA website for more information.

  

The following summarizes the agenda for USHPA Committees. Committees meet to discuss agenda items prior to reporting to the Board as-a-whole with specific recommendations. Ultimately, it is up to the Board to accept or reject these recommendations.

  

Awards Committee (email awa...@ushpa.aero)  

The committee will be evaluating nominations for this year's USHPA awards. Information on the various award categories can be found at USHPA Awards. Members are encouraged to make nominations prior October 1st, this coming Monday.

  

Chapter Support (email chapter...@ushpa.aero)

USHPA's insurance requires chapters to develop risk assessment and mitigation plans for sites they manage. USHPA insurance provides benefits to chapters but requires chapter officers to be current USHPA members. Changes to the chapter renewal process will be considered to comply with insurance requirements.

  

Competition Committee (email compe...@ushpa.aero

Sanctioning applications for next year's events are reviewed at the Fall Meeting and Applications are due Oct 10. The committee will consider options for requiring use of GPS tracking devices at sanctioned competitions and consider changes to the national team selection process for future world championship events. Other proposals for consideration include consideration of new glider multiples for open distance events and limitations to prevent meet directors from competing in their own sanctioned events.

The Election Committee will discuss how the member date-of-record is established to determine voting eligibility and consider changing the outside dates for voting in future USHPA elections.

The Fall Meeting is when next year's budget is reviewed. Given substantial increases in USHPA's insurance premiums, the committee will be evaluating a dues increase to balance the budget.

  

Insurance Committee (email insu...@ushpa.aero

How USHPA and its chapters are doing in complying with new insurance risk management requirements will be the primary committee focus. The Committee will also look at making 30-day membership applications available through chapters and meet organizers.

  

Membership & Development (email membership_...@ushpa.aero

The NC Committee is focused on USHPA and its members involvement with the FAA, FAI and other governing organizations. The committee is studying the impact of proposed regulation of drones and the NextGen traffic control system.

  

Organization & Bylaws (email organizat...@ushpa.aero

This Committee addresses USHPA governance issues and manages the standard operating procedures for USHPA. The committee will consider amending the privacy policy to allow USHPA to disclose member contact information to landowners and public agencies investigating flying incidents. The O&B Committee will also consider a revocation of rating appeal process where the person who issued the rating is permitted to make revocations without cause.

The Publications Committee is responsible for the magazine, calendars and website. The committee will consider a New Pilot magazine edition and special expanded editions for special subjects throughout the year. Other initiatives under consideration include a DVD film archive.

The S&T Committee has been working on developing a speed flying training and rating program for the past year. The Committee will also be discussing background checks for instructors, flight physicals for tandem instructors, an instructor code-of-conduct and development of a program to institute accreditation and requirements for USHPA certified schools. S&T is also responsible for accident reporting and accident reviews and the instructor appointment process; both of which will be discussed.

The Site Committee will review USHPA's compliance with insurance requirements for risk mitigation plans for flying sites USHPA chapters insure or control.

The Committee will consider modifications to hang gliding tandem operating limitations to allow stall training. The Committee will also consider requiring annual equipment inspections and mandatory accident reporting.

One thing to keep in mind is that a lot of ideas get discussed and rejected. The purpose of posting the agenda is to let you know what topics will be discussed, not to tell you what has been decided. Don't jump to the conclusion that something is a good, strongly supported idea just because it's on the agenda.

Taking background checks as an example.....do we want to have instructors who have a past conviction for a sex crime or aggravated assault? What if they've permanently lost their driving license to multiple DUII convictions? What happens if there's an accident and injury to a student, the instructor behavior contributed to the accident, and past criminal history was relevant? Would USHPA be at risk of a negligence claim for failing to do a background check? Is such a check the norm in other sports organizations? Business in general?

I've seen numerous complaints over the years about instructors who engage in deceit or outright fraud. USHPA doesn't currently have a code of conduct or standards that address this, and hence there's no means to sanction or revoke an instructor who takes a student's money and then fails to deliver on his promises. Should we have such standards? What should they be, how should they be enforced, and who is responsible?

Maybe "student beware" is good enough. Maybe not. If you have an opinion, let me know.

Less is more. More or less.

The big government tone of topics to be discussed is enough to raise concern. It seems we are turning into a business of instruction and insurance more then an organization of pilots. I know this is being driven by insurance issues but where will this lead?

One good thing is the general public is concerned about drones and that is probably am important issue.
