Invoice for Margin Shortfall penalty to Clients

Dear All,
Commodity exchanges charge GST along with the penalty amount for Margin
shortfall (the same is not being levied in Equity Markets). When we pass
this on to the Client's, do we need to raise an invoice on the Clients.
If yes what is the format and if no what will be our justification.
